Ibility’s Financial and Operational Fitness Assessment Review Success
The Story
As a leading contractor specializing in Program and Project Management (PPM), Ibility’s was engaged by the Office of Budget and Operations (OBO) to conduct Financial and Operational Fitness Assessment (FOFA) reviews. These reviews are essential for ensuring accountability, transparency, and optimal resource utilization for programs that impact approximately 35,000 veterans and their families.
Leveraging advanced PPM methodologies and innovative tools, we collaborated with OBO leadership and over 1,000 external grantees to enhance program oversight and accelerate service delivery improvements.
The Problem
Despite the critical importance of the GPD and SSVF programs, managing and monitoring grant utilization presented several challenges. One of the primary issues was the sheer volume of work involved. The programs required over 150 in-person site reviews annually, spanning multiple states and involving a diverse range of stakeholders.
Complex oversight was another challenge, as ensuring compliance and identifying risks demanded consistent review standards and robust reporting mechanisms. Efficient tracking of financial and operational metrics across multiple grantees was also essential to optimize the use of funds. Furthermore, communication between OBO leadership and external grantees needed to be streamlined to ensure that goals and expectations were aligned effectively.

The Solution
Ibility implemented a multi-faceted approach to overcome the challenges associated with managing and monitoring the GPD and SSVF programs. One key aspect of our solution was on-time field reviews. We successfully completed 100% of the FOFA reviews on schedule, ensuring the rapid escalation of findings within an average of just two days.
To enhance oversight and transparency, we designed an innovative SharePoint-based dashboard for real-time monitoring of costs, schedules, and resources. Additionally, we developed a Grant Cost Matrix tool to streamline the evaluation process and ensure consistency across reviews. Effective stakeholder engagement was also a priority. We conducted structured entrance and exit conferences during site visits to provide clarity and alignment among stakeholders, and held regular status meetings to ensure continuous communication and progress tracking.
Our enhanced reporting mechanisms included the production of detailed, standardized reports for stakeholders, enabling effective monitoring of grant utilization and supporting data-driven decisions.
